Intelligence, as well as honesty and trustworthiness, are not measured by post count.
I believe this to be a solid idea, however it requires a little bit of refining. As stated several times over and over again by the people before me, there would be a lot of general spam and +1 posting.
My suggestion:
Create a specific sub-member group that doesn't effect general appearance on the forums at all. This group would be titled "Homework Helpers" or something similar. Of course, the group would be rather large, to insure correct answers as well as to be active when they are needed.
The sole purpose of this group would be to determine who could be counted on as a reliable source of correct answers. The members who could successfully complete the above goal would be placed in this member group, and the permissions for the board would be set so that only them and the topic starter could reply to the topic, thus mostly eliminating the chance for deceiving the topic originator.
The only problem I can see is determining who the reliable answer givers are from the ones who aren't, as without everyone being able to post in the section, you wouldn't be able to prove yourself.
I didn't see this suggestion when I went through the topic earlier, but if someone has already posted it, I'll happily remove this part of my post.
I'm just spit balling ideas here, hoping to help a bit.
