The requirements to even get 1 reputation power are somewhat high. IPs are logged. The only effective way to do this would be make a few accounts and wait a year or two, which the admins would likely get suspicious when accounts with no posts start repping the same people repeatedly for useless posts.
I assume the admins have already thought about such cheating, and would hope that they have made it easy to see in the admin/mod panel when it starts happening. |

as a whole, i think restrictions based on rep points is better than by how much do you have left on your credit card...
