I've recently upgraded to windows vista and since i have i haven't been able to use CE, is there a compatability issue or is it IE8, i'm doing everything the exact same as i did when i used it with xp

Yoh man it is working.
Just multiply the value by 8. every value you changed or enter multiply by 8.

+ if ur going to attempt to CE adventure quest i suggest u de-update ur version of flash to 7

i know, i've used it many times, it's just a compatability issue, it works fine on windows xp
