The hacks may of been patched, if they haven't, you're not doing it all right.
Try ticking 'run as administrator'.
If that doesnt work, then I think your hack has been patched

i cant even find perwin exe. or hack exe. cuz its not opening.
i need to no how to get it open b4 i do all that but how do i get it open?

Have you downloaded Winrar?

if not, just google 'Free Winrar Download'. you'll find it.

when i open the perwin with the winrar it wont give me the properties option.....is that my fault??

Yes, it's your fault. :D You have to right click on Perwin (not open it) and select properties, then compatibility. :)

window 2000 window98/window Me
and window NT 4.0(service pack 5)
