ok wtf? (propskill.txt)

In order for my new level 15 Merc to gain access to skills early I changed the

Skill level requirements to 15 and the reskill (Skill level requirements) to =

However in game I cannot cast those skills (smite ax/axe master)

IS there something else I have to change? I dont need to know what word just if theres another file to change

i tried that with a lvl 16 asisst but he couldnt cast any buffs besides heal. i even changed the parameter that says what skills each skill requires to work, such as needing skill a to be lvl 3 before you can use skill b and so on. weird

it's probably server sided and cannot be changed.
