Firstly, do not question about the stickies. It has been edited and the staffs knows it.

Apparently, evil clown's account has been accessed by a third party through the use of a keylogger and there were some troubles that was caused by this incident. For those who were banned by evil clown for some "dasdasd" reason, the admins have reverted the bans. It was done by the third party and we have pretty good evidence to point out who he is. He is banned on the forums now.

As for the stickies, there's nothing much that can be done about them unless the author saved them down somewhere or some members saved them down. If you happen to have a copy of the sticky, do not hesitate to post it in this topic so the stickies can be restored as quickly as possible for other people's uses.
