tonumber?

I was just looking through wtfux's script and found "tonumber( Arguments )".
Could someone please tell me what this means?

If a string contains only a number, you can convert it to a number (aka int).

I don't know if that's needed for Skills, but some ppls had bugs with the command and tonumber fixed it.
