You have to take in consideration of a few things.

One, who the moderator of the section is.

Two, the information you are requesting to be stickied.

Three, does it really need to be stickied.

The general rule of thumb is if the information is important for the community in that section, chances are it could be stickied. But that is soley up to who moderates that section.

hmm lil question...is it all the same about "ranking" i mean you get more if you do it in Gamerzplanet discussion or if it´s in a game thread?

it might look like it has to do with ranking because people who have stickies post important things often thats why they have high ranks

By ranking, if you believe that the person who's thread got the stick is higher up, then thats a personal view you hold.

If the information is incredibly helpful it will more than likely be stickied.
If you are getting a thread started that other people will contribute to throughout its lifespan it will more than likely be stickied.
If you are on the staff, you sticky what you want and/or feel is important.

Simplest way I can put it..
