Ok, so is it every 10 rep points you get you get 1 rep power, correct?

And with every 365 days you get 1 rep power, correct?

And everyone starts out with 10 rep, correct?

Also, if you have 10 rep points, then get nega repped, does that mean your rep power goes from 1 to 0?

I'm not sure so this is why I am asking, also how do you give negative rep to someone?
