Negative Reps are not taking full effect?

I just negative repped a few users for some spamming and such - but i realized that their original rep was 10 and after - repping them, they turned to 8..... i have rep power 4 and being the non idiot i am, i know 10 - 4 = 6, NOT 8.

any reason for this? maybe cuz they are noobs they get less pain?

Negative rep has a multiplier of .5. I.e. .5 * 4 = 2 .'. 10-2 = 8.
