IRC timeout

Hey, has anyone who has this problem on IRC -

[16:32] Connecting...
[16:32] Unable to connect : java.net.ConnectException : Connection timed out: connect

Got a solution?

It's been like that for over a week.

It's an error occurred while attempting to connect a socket to a remote address and port. The connection is refused remotely.

There are only 3 things that i can think of that is causing this problem.

1. Your internet connection is down - (doubt it)
2. There is a firewall blocking outgoing connections using the SMTP port (25) - I turned off my firewall, reset my livebox and tryed connecting, i got the same error.
3. The remote mail server is down, unreachable from your network, or it's busy.

I dont know how to fix it.
