Try josh's way. Alternatively, you could try other ports, untill you find one that works for you. The ports that seems to have been blocked are those ports for communications and related. They couldn't have possibly blocked every port, so give it a try.

Your username isn't blocked...?

Edit: Your username isn't blocked, rather your username fits into one of the blacklisting regex's. You'll need to change your nickname while on IRC.
