Is it updated with all expansions? And can other people connect?

It's a very simple answer.
To be able to play a private server in the first place you got to have an account on the official GW server.
It will gather your data from there and according to that it unlocks several parts.
For example: u have an account with only prophecies.
Then you'll only be able to play prophecies on your private as well.

A bad thing about this is that your account CAN be banned for gathering data traffic between client/server on the official servers...so i personally dont bother to try it, what's the use anyway?

Yeah, i dont see why peoples wanna play on private servers...

Cant be very fun playing GW all alone.
