Need help--->guildwars probelm

Everytime i trey to make a new char go to store or log in it says Error code:13 Guildwars cannot compelte the operation please try agzin in a minute..tis been about 1 hour now and i';ve restarted my pc and everything...any1 know a solution?

Yes dude there's a solution that always work for this kind of error and it's simple. Sit down and wait until the MAJ not a bug is finished, don't you notice that there's a new event, so server modifications ... ?
