Account Recovery System?

Can anyone explain to me how the Anet Account Recovery system works? I noticed a lot of people trying to sell me accounts, but I've only been playing for 2 months or so, and I'm not sure how this works =P. If I were to buy an account, how easy would it be for the owner to get it back?

Also, I heard something about CD keys being easy to reclaim. All you have to do is present the CD to Anet? Someone explain please >.<

If the seller sells you the account he most probably will now that you already changed the password for the account, even if he does try to get it back with his account he won't be able to because he doesn't know the pasword of the account understand?

if they are selling an account it is probaly a scam because u give them XXk they might just suddenly quit

If they change the login e-mail then there's a really slim chance that they'll be able to get the account back. If they refuse to change the e-mail then they can get it back at any time.
