can anyone tell me how i can get this background? (the one on nakmakdaddy)

If you mean the back ground in the player boxes, you buy em from the avatar shop for ijji coins/cash money in the ex item tab

well u know how they dind't have the world cup shit rite at the begining of NA? well if u bought the socerflag u got that liberty stick and if u bought the 2 backrounds u got the one in the pic and 1 other one
