Hong baos not a cash shop item. Its a quest item you can find and traid in for money from 1k to 10 mil.
note(kinda off topic): if you translate hong bao word for word into english from chinese it actually means red bag, but the money on chinese new year is always given in envelopes.( yeah im a nerd >>)
