GMS in Europe?

My mate wants to play with me on GMS since it is so much more better with all the new updates.
Does anyone know a way to get someone who lives in england onto Global maplestory? Can you get a amercian to make the account for you? Can you do anything to get it to let you on?

Best I can think of is setting a proxy that is located in the US.

There is a program to block all you're computer info i used to have it but forgot what it was, if i come across it again id let you know if you'd want.
