Maplestory Country Bypass help pls

There was a tutorial on these forums about it but i can't seem to get it to work. I do all the stuff it tells me to. I installed e-border. I setted up the driver,did the one server thing,got a maplestory taiwan proxy, i ticked proxy all, i went in e-border did the username and pass thing and enabled proxy.
Neither my internet exploer works nor any other internet application works even if i have the porxy enabled or disabled. The only internet thing that works when e-border is installed is safari explorer.Im using Vista also btw. just to see if that makes a problem.

when i go into mapletw the play screen thing doesnt load because the internet issue thing i mentioned . when i uninstall e-border thats when i can use i.e or any other internet thingy.
