Can you file a fraud if you've been scammed with paypal?

All you have to do is file a claim with paypal. When they contact both of you, tell them you did not receive your goods. They will ask him for proof that he sent you your goods. When he can't provide that, they will return your money. If his paypal is linked to his bank account it should not be a problem for you to get your money back.

doubt u can selling online account games for money is illegal correct?

not always, but all the companies i know of (jagex, ijji and a few other) do practice the "selling ingame stuff for real life things is a violation of ToS" and thus while playing game and having violated the ToS you are committing illeagal act.

however simply because these companies do this, it's not "a must have" for online gaming company... just a lot of them have this kind of reference in the ToS, but it most certainly doesn't mean that they all automaticly have it.
