Can you file a fraud if you've been scammed with paypal?

Hi, I've been wondering if you pay someone for say an account and you send them the money and they don't give you anything in return. Is it possible to file a fraud complaint to paypal and get your money back? Also, not sure if this is the right section so forgive me..

It's possible but they are going to ask for proof.

what do you mean by proof? say if I buy something from a seller and I send him the money..and he doesn't send me the account?? and I contact paypal what kind of proof would they want? I bought a maple story account from a person 2 days ago and he said that I'll give you the account after 3 days since it takes 3 days for the money to get into his bank account...

Well, you can file a report and see what happens. Usually they tell you what information they need.

You can't file a fraud for the account.
There's never any real proof that you got the account yada yada.
Paypal will do a chargeback... MAX.
That's why you have to be careful with online trading.

Most people who uses paypal scam by using the chargeback even after receiving information about the account.

And also, since you are trading stuff that is technically illegal {accounts} you could screwed even more if paypal alerts ijji/jagex or w.e. b/c of the disputed item
