No one can log onto my ROSE Private Server or Web Server :(

Hey everyone, first off I would like to say, even though I've not been an active member since i've joined GPZ, this forum has helped me out through learning how to use oldschool GunZ Mods for the old iGunz, to what I am currently working on now, my ROSE Online Private Server.

I recently got DSL(upgrade from dial-up) and I decided to give it a whirl, I got my static IP set up so theres no problems there... but I keep running into the same problem, only I can log into my ROSE Online private server Web Server set up for people to create accounts. It worked for me and I know it is probably becuase I'm running the server off of the same computer.
I am using MySQL for the database and Xampp. SO does anyone have anything I could try? Yes I searched this website and yes I googled it but nothing...
I will really appreciate any help that anyone can give.

You should open your ports.
