Alright, lets say you had a decent account, and lost it. So, you know no one has it, and you forgot the password, and the recovery info, how would you try to go about recovering it?
I know this is a pretty "noobish" question, but I have an account I want to recover.
Any suggestions are appreciated.

all the account recovery options require at least a username to be entered to be able to use the recovery options.
you can send an e-mail to [Only registered and activated users can see links. ] and explain the situation to them and then they will respond and direct you to the right department thats best able to help you.
yeah.. if you still know the username. you can send an email to JAGEX...
and try to remember and say to them all the details in that account that you still remember..
e.g.: bank pin, last worn items, some items you rememer in your bank, how many membership have you payed for that account, name some friends on that account, quest points.. and etc.
will i just got into a account that has not been logged in in 400 something odd days. and i had no problem getting in. so, im assuming your account did not get deleted, you should be able to recover like normal.
In your recovery attempt, alert Jagex to the fact that you've forgotten everything. Put down any passwords you THINK you may have used - then in the additional information section, tell them that the passwords might not be accurate. If you haven't played on it in six months or more, there's actually a guide on how to recover the account (due to the new recovery rules) - it's sort of a hack. Good luck.
