Question How do I host a runescape 508 with a modem?

So basically what the title says. For the most part.

All I have is a modem, somehow I managed to crack my router in half, which is irrelevant but I felt some explanation might be needed.

I am wondering if I can still host a game server with just a modem.

I am connected through the modem wirelessly.

The modem is an Actiontec GT701 Wireless Gateway.

I do NOT have a static IP.

I have tried port forwarding but every time I attempt to connect to the game server that I created (Which I'm quite positive it is completely functional and operational) it gives me "Error connecting to server" I am attempting to run the server on port 43954.

I have tested the port and even after forwarding through my modem it says it isn't open.

I have been told I do not need to forward through my modem but when I don't it gives me the same error and I'm still stuck.

Any help would be useful.

(Edit: I have also tried hosting via Utorrent, this also doesnt work, I do not have windows firewall and all exceptions have been added to my AVG, My operating system is TinyXP Beast edition by eXPerience, if that even matters.)
