Question which ip to use for my server, help plz

help~
im using optimum online cable & windows vista
my original ip is (IF CONNECTED DIRECTLY WITH CABLE MODEM): 24.184.185.176

after i use router, my ip is 24.186.127.80

after i set my static ip in TCP/IPv4 as:
IP Address.....192.168.0.15
subnet mask......255.255.255.0
Default Gateway.....192.168.0.1

then i do: cmd>>ipconfig, i got
IPv4 Address.....192.168.0.15
subnet mask......255.255.255.0
Default Gateway.....192.168.0.1

now, if i use 192.168.0.15, i can connected directly to my localhost, but if i use 24.186.127.80(external ip),
Internet Explorer cannot display the webpage

anyone know which ip i should use for the server ip??

p.s. my virtual server settings in the router:

Name ...........runescape
Private IP ..............192.168.0.15

TCP UDP Both

Private Port 43594

Public Port 43594
