Client ip configuration [priv server]

As the topic says, how can we change/configure the ip to connect to of the client?

I see the chinese servers have some dlq.exe installation.
How do you make these? O_o

A dlq.exe is a WinRAR self-extraction file that holds the BAKE ICE launcher inside for you to extract.
That's all the dlq.exe file is.
For the launcher itself I don't know what to do.
