Cant Use The Loopback Server Is there any other way?

I have been trying to install the Loopback server from microsoft but when I do install it it shows up on the Hardware but not on the connections......So idk what to do anymore If anyone knows Please Help

i format my computer and i put a new windows , i install loop back adpter and put that ip and i try to open tbot but tbot donot work!! the server of Mandark donot conect !!! like when i donot install loop ba.... and i use it normal
