how do i get rid of Fraps lag.. my FPS drops... but yeah my video card isnt that good. i have 1 g of ram

also, in Fraps change the settings (like decrease recording fps, uncheck sound, etc)
in soldier front, lower the screen resolution, disable smoke effect, low rendering quality etc

I don't recommend a quad core. As of now, there are no programs that utilize the third and fourth cores of a quad core processor. Even Crysis, which is the most visually stunning game to ever hit the market doesn't utilize more than two cores.
If you're looking at buying a new computer, know that a quad core is nice, but it's completely unnecessary. For most situations, 2GB of RAM is enough - but keep in mind Windows Operating Systems can't use more than 3GB unless you buy the more expensive 64 bit version. There are many problems with buying 64 bit Operating Systems, the main problems being that they're incompatible with older processors and motherboards. I would stick with your recommendation of an 8800GT - Even though Nvidia has newer cards, I wouldn't get anything else. It's nice and functional, and it can play whatever you need.
But if your goal is to play Soldier Front, just upgrade to a 2.4GhZ Dual Core, 2GB of RAM and a 7 series GPU. I take that back, upgrade to a 3.2 GhZ Single Core, 1GB of RAM and a 5 series GPU. Soldier Front isn't very intensive, and doesn't require up to date hardware to play.
Furhtermore, buying any desktop is a bad idea. They're overpriced beyond any normal extent - For example, take a look at the Dell XPS series. I could build a $5000 XPS for roughly $700. Or, if I'm feeling lazy, I could buy a similar computer at CyberPowerPC or iBuyPower for roughly $1000. The same concept goes with laptops, except the extremes are more (for lack of a better word) extreme.
