Download a lot of stuff, torrent stuff, those are easy ways to lag.

I don't enjoy 500 ping but if you must:

1. Download torrents

2. Download Porn.

Using up bandwith, far away from server (it's in California I think.)
Like goldwing said. Use torrents. Download multiple big files with lot's of seeders and peers. And it will slow down your internet. Depending on how fast your internet is. My neighbor hood doesn't have fiber optics so it's not the fastest and I need a few hundred kps torrent to lag my internet.
