Umm... for ip bann its not that simple, because there is a program that can hide your ip instead of changing it, it puts a fake ip in front of it, so it seems like the real ip but really its not....... and the ip hiding program usually give multiple ip's. Its kinda like a proxie i guess....
Yes, it is a proxy. There are also a lot of ISPs that give dynamic IPs. IP bans are not the be-all-to-end-all.
