NOTE IN ORDER TO MAKE YOUR BANDWITH QUICKER YOU MUST ENABLE GPEDIT.MSC FIRST BY DOWNLOADING THE ATTACHMENT OR YOU MAY DO THE SECOND OPTION.

The tutorial that tells you how to enable gpedit.msc is in the .rar file. But to increase internet speeds you could do two things.
OPTION ONE:
Step 1: Press start
Step 2: Go to run ( if on Vista search it in the search bar)
Step 3: Type in gpedit.msc
Step 4: Next a window should pop up "Group Policy"
Step 5: Enlarge "Administrative Templates" (Press on the + next to it)
Step 6: Enlarge "Network"
Step 7: Click on "QoS Packet Scheduler" (DO NOT ENLARGE! CLICK ON THE WORDS)
Step 8: Double click on "Limit Reservable Bandwidth" on the right side of the window (IF NOT THERE RECLICK QoS Packet Scheduler)
Step 9: A new window should have popped up, what ever bandwidth limit percentage it is set on, reset it to 0%
Step 10: Click apply then exit... you're done
OPTION TWO:
Step 1: Download "Auslogics Boostspeed" [Only registered and activated users can see links. ]
Step 2: Open the program up after installing
Step 3: Here you have another two options... you may either manually set how fast your internet speeds should be or boostspeed will optimize it based on your type of internet...
AUTOMATIC:
Step 1: Press Optimizations on the left side of Auslogics Boostspeed
Step 2: Select Internet Optimizer or what ever there is, may be called something else (fogot >.>)
Step 3: Select type of internet (Note the speeds on the sides)
Step 4: Run the thing
Step 5: There is no step 5! You are done, just restart your computer :D
MANUAL:
Step 1: Find Tweak Manager, should be under Information and Control or Windows Tools
Step 2: Once you've opened up Tweak Manager select "Internet Browsers" on the left side
Step 3: Select on Connections tab at the top
Step 4: Manually set how fast your internet should be with the slider
Step 5: Select "Apply" at the bottom and you are done! Now just restart your computer...
