Ok, i think it is a bug. Lets, say i create a thread. And then i would want to edit the Title so it changes the title to what i want when a User wants to click on that thread. But, when i edit the Title, it doesn't change the title when someone else clicks on that. Well, either way, that fustrates hence i would like an Admin to fix it. Thanks.

I'm pretty sure you have 60 minutes to change your thread tittle by default for vBulletin in global settings unless changed.
