Thieving allows you to steal points for the person you want to steal from. But the bad part is that it has a good chance you will fail at it and the points you wanted to steal you will lose it.
So to answer your 2nd question, yes you do lose points when you thieve but its the amount that you want to steal you lose, you get me?
