Need help! cant update 1.21b patch for TFT

Hi, ive been trying to update my TFT using various methods but it hasnt worked. Firstly, I am currently on 1.21a and I cannot update it via the manually way (by downloading the update patch from the site because it doesnt patch and when i open it, it comes out as a cmd prompt box thing with no words in it). Secondly, i tried downloading it thru in the game on bnet and i get the message ERROR: unable to apply patch to file 'C:\Program Files\Warcraft III\worldedit.exe' . Ive eliminated the option of reinstalling as i dun have the CDs.
