When cataclysm comes out do I have to buy tbc and wotlk in order to be able to play cataclysm?
Yeah you do. Expansions run by levels:
Burning Crusade - Level 70 Cap
Wrath of the Lich King - Level 80 cap
Cataclysm - Level 85 cap (highest to date)
Yeah if you're going to buy all those at once you should just wait till it drops in price.
Or actually, you can download them online.
But you do still need to pay for subscription.(for retail servers)

You still need to buy them even if you download them online. You have to upgrade your account with the CD key for each expansion.
So yeah. You have to buy each expansion in order to play Cataclysm.
I recommend just buying a used account with a level 40is on it with all 3 expansions for around $50 it's much cheaper.

If you play a private server, everything is absolutely free.
On retail wow you have to buy every single expansion and only the original game comes with 1 month free, other than that you got to pay monthly.
However 3 or 4 years ago there was a working keygen for original wow and there was recently one for burning crusade. They were exclusive and private and cost about half the price of the game itself. I'm not sure if they're still around but back then i looked around and it payed off.
